Significant climate change is unavoidable and will affect the poorest people and countries earliest and worst. Yet these people and countries have the fewest resources to adapt and are in the weakest position to define how climate change adaptation should occur. How the world organizes to enable adaptation by the poorest is a crucial challenge and the processes by which adaptation takes place demand the greatest vigilance.
